नई दिल्ली में 'राष्ट्रीय बंदरगाह सुरक्षा सम्मेलन 2026' (National Port Security Conference 2026) को संबोधित करते हुए, बंदरगाह, जहाजरानी और जलमार्ग मंत्री सर्बानंद सोनोवाल ने कहा कि बंदरगाह सुरक्षा का माहौल तेजी से बदल रहा है। उन्होंने चेतावनी दी कि साइबर खतरों, ड्रोन, आपूर्ति श्रृंखला (supply chain) में व्यवधान और डिजिटल नेटवर्क के जोखिमों ने भारत की समुद्री सुरक्षा में एक बिल्कुल नया आयाम जोड़ दिया है।

- सिक्योरिटी बाय डिजाइन (Security by Design): मंत्री ने जोर देकर कहा कि सुरक्षा को बाद में जोड़े जाने वाले विकल्प के रूप में नहीं देखा जाना चाहिए। इसे शुरुआत से ही समुद्री बुनियादी ढांचे की योजना, डिजाइन, प्रौद्योगिकी और संचालन में शामिल किया जाना चाहिए।
- ब्यूरो ऑफ पोर्ट सिक्योरिटी (BoPS): उन्होंने संस्थागत क्षमता को मजबूत करने, नियामक निगरानी में सुधार करने और देश के बंदरगाहों पर सुरक्षा मानकों के प्रभावी कार्यान्वयन को सुनिश्चित करने के लिए महत्वाकांक्षी 'BoPS' के प्रावधान को महत्वपूर्ण बताया।
- समुद्री विस्तार: सागरमाला, पीएम गति शक्ति, मैरीटाइम इंडिया विजन 2030 और अमृत काल विजन 2047 जैसी पहलों के तहत, भारत का लॉजिस्टिक्स नेटवर्क अत्यधिक एकीकृत हो रहा है, जिसके लिए ऐसी उन्नत सुरक्षा प्रणालियों की आवश्यकता है जो जोखिमों का अनुमान लगा सकें और तेजी से अनुकूलित (adapt) हो सकें।

Addressing the National Port Security Conference 2026 in New Delhi, Ports, Shipping and Waterways Minister Sarbananda Sonowal highlighted that the port security environment is changing rapidly. He warned that cyber threats, drones, supply chain disruptions, and risks to digital networks have added an entirely new dimension to India's maritime security.

- Security by Design: The Minister stressed that security must not be an afterthought. It should be built into the planning, design, technology, and operation of maritime infrastructure from the very beginning.
- Bureau of Port Security (BoPS): He proposed the ambitious BoPS to significantly strengthen institutional capacity, improve regulatory oversight, and enhance coordination among all stakeholders to ensure effective implementation of security standards across all Indian ports.
