लोकसभा ने 'केरल (नाम परिवर्तन) विधेयक, 2026' (Kerala Alteration of Name Bill, 2026) पारित कर दिया है, जिसके तहत संविधान की पहली अनुसूची (First Schedule) में राज्य का नाम केरल से बदलकर 'केरलम' किया जाएगा। इसके साथ ही, सदन ने सहकारी वित्तपोषण का दायरा बढ़ाने के लिए 'राष्ट्रीय सहकारी विकास निगम (संशोधन) विधेयक, 2026' (NCDC Amendment Bill) भी पारित किया।

🏛️ दोनों विधेयकों के मुख्य बिंदु:

  • केरल का नाम 'केरलम' करना: गृह राज्य मंत्री नित्यानंद राय ने बताया कि यह विधेयक जून 2024 में केरल विधानसभा द्वारा पारित प्रस्ताव के बाद लाया गया है। मलयालम भाषा में राज्य का नाम 'केरलम' है, जबकि संविधान में इसे 'केरल' लिखा गया था। केंद्रीय मंत्रिमंडल ने फरवरी 2026 में इस बदलाव को मंजूरी दी थी।
  • NCDC (संशोधन) विधेयक, 2026: सहकारिता राज्य मंत्री मुरलीधर मोहोल द्वारा पेश यह विधेयक NCDC अधिनियम, 1962 में संशोधन करता है। यह निगम को औद्योगिक वस्तुओं के क्षेत्र में काम करने और सहकारी समितियों व संस्थाओं को सीधे ऋण, अनुदान व वित्तीय सहायता देने का अधिकार देता है।
  • वित्तीय सहायता में भारी वृद्धि: सहकारिता क्षेत्र के विस्तार पर प्रकाश डालते हुए श्री मोहोल ने बताया कि 1963 से 2014 के बीच निगम द्वारा केवल 45 हजार करोड़ रुपये की सहायता दी गई थी, जो पिछले 11 वर्षों में बढ़कर लगभग चार लाख करोड़ रुपये हो गई है।

📌 Context of the Legislation:
The Lok Sabha has passed the Kerala (Alteration of Name) Bill, 2026, which seeks to officially change the name of the state from Kerala to 'Keralam' in the First Schedule of the Constitution. Additionally, the House also cleared the National Co-operative Development Corporation (Amendment) Bill, 2026 to widen the scope of cooperative financing.

🏛️ Key Highlights of the Bills:

  • Renaming Kerala to Keralam: Minister of State for Home Nityanand Rai stated that the bill follows a unanimous resolution passed by the Kerala Legislative Assembly in June 2024. While the state is natively pronounced as 'Keralam' in Malayalam, it was recorded as 'Kerala' in the Constitution. The Union Cabinet approved the alteration proposal in February 2026.
  • NCDC (Amendment) Bill, 2026: Moved by MoS for Cooperation Murlidhar Mohol, this legislation amends the NCDC Act, 1962. It empowers the Corporation to undertake activities in industrial goods and provide direct loans, grants, and funding to cooperative societies and entities engaged in cooperative development.
  • Massive Financial Growth: Highlighting the expansion of the cooperative sector, Mr. Mohol informed that financial assistance provided by NCDC has surged significantly—from roughly ₹45,000 crore between 1963 and 2014 to approximately ₹4 lakh crore over the last 11 years.
