कीमतों को स्थिर करने और जमाखोरी रोकने के लिए, भारत सरकार अगले महीने से मासिक कोटा की जगह 'पाक्षिक (15-दिवसीय) चीनी आवंटन प्रणाली' शुरू करेगी। एक्स-मिल कीमतों में 20% की गिरावट दर्ज की गई है।
उपभोक्ता मामलों के मंत्रालय ने बाजार विनियमन (market regulation) में एक रणनीतिक बदलाव की घोषणा की है। अगले महीने से मौजूदा मासिक कोटा प्रणाली को पूरी तरह से हटाकर एक नई 'पाक्षिक (fortnightly) चीनी आवंटन प्रणाली' शुरू की जाएगी, ताकि घरेलू बाजार में चीनी समयबद्ध और निरंतर रूप से पहुंच सके।
- कीमतों में स्थिरता (Price Stabilization): मंत्रालय के अनुसार, हालिया सक्रिय उपायों ने एक्स-मिल (ex-mill) चीनी की कीमतों में लगभग 20 प्रतिशत की कमी ला दी है। इसका असर अब खुदरा (retail) कीमतों में हो रही गिरावट के रूप में भी दिखने लगा है।
- जमाखोरी पर लगाम (Preventing Hoarding): 15-दिवसीय आवंटन चक्र (15-day cycle) में बदलाव का मुख्य उद्देश्य आपूर्ति की कृत्रिम कमी (artificial tightening) को रोकना है। अधिक बार स्टॉक जारी करने से बिचौलियों द्वारा बाजार में हेरफेर और जमाखोरी की गुंजाइश खत्म हो जाती है।
- पर्याप्त उपलब्धता (Assured Availability): सरकार ने दृढ़ता से कहा है कि देश में चीनी की बिल्कुल भी कमी नहीं है। इस संतुलन को बनाए रखने के लिए देश भर में चीनी की कीमतों, मिलों के स्टॉक और आवाजाही (movement) की कड़ी व निरंतर निगरानी की जा रही है।
यह नीतिगत बदलाव आवश्यक वस्तुओं के 'मैक्रो' से 'माइक्रो-मैनेजमेंट' (सूक्ष्म-प्रबंधन) की ओर संक्रमण का प्रतिनिधित्व करता है। पाक्षिक आवंटन सरकार को बाजार की मांग के उतार-चढ़ाव पर तेजी से प्रतिक्रिया करने की चपलता प्रदान करता है, जिससे आम उपभोक्ता के लिए सामर्थ्य (affordability) सुनिश्चित होती है।

The Ministry of Consumer Affairs has announced a strategic shift in market regulation by introducing a fortnightly sugar allocation system starting next month. This new mechanism will completely replace the existing monthly quota system to ensure that sugar reaches the domestic market in a timely and consistent manner.
- Price Stabilization: According to the Ministry, recent proactive measures have successfully driven down ex-mill sugar prices by around 20 percent, which is now reflecting in the gradual decline of retail sugar prices.
- Preventing Hoarding: The transition to a 15-day allocation cycle is designed to prevent the artificial tightening of supplies. By releasing stock more frequently, the government severely limits the window for market manipulation and hoarding by intermediaries.
