ये घोषणाएं ईरान के खिलाफ अमेरिका-इज़राइल सैन्य अभियान और लाल सागर में 'हूती' (Houthi) विद्रोहियों के खतरों की पृष्ठभूमि में की गई हैं। हाल ही में, ईरानी विदेश मंत्री ने दावा किया था कि होर्मुज जलडमरूमध्य (Strait of Hormuz) कोई अंतरराष्ट्रीय जलमार्ग नहीं है, इसलिए ईरान UNCLOS (समुद्री कानून पर संयुक्त राष्ट्र सम्मेलन) का पालन करने के लिए बाध्य नहीं है।
