Diplomacy & Security: IBSA Nations Condemn Pahalgam Terror Attack at UNGA
25 Sep 2026
During the IBSA Dialogue Forum at the UNGA, EAM Dr. S. Jaishankar alongside his South African and Brazilian counterparts strongly condemned the Pahalgam terror attack, advocating for UNSC reform and Global South solidarity.
External Affairs Minister Dr. S. Jaishankar, South African FM Ronald Lamola, and Brazilian FM Mauro Vieira met under the IBSA (India, Brazil, South Africa) Dialogue Forum on the sidelines of the UN General Assembly in New York, issuing a strong joint statement on global security and multilateral reform.
- Zero Tolerance for Terrorism: The three ministers strongly condemned the recent Pahalgam terror attack, reaffirming their collective commitment to a strict zero-tolerance policy against terrorism in all its forms and manifestations.
- UNSC Reform: Highlighting the need for a stronger multilateral system, the leaders called for comprehensive reform of the UN Security Council (UNSC) to make it more democratic, representative, and aligned with contemporary geopolitical realities.
- Impact on the Global South: The ministers expressed deep concern over the cascading effects of ongoing global conflicts on developing nations, particularly highlighting energy insecurity, food shortages, inflation, and mounting fiscal pressures.
- Sustainable Development & Tech: The forum emphasized the urgency of climate action, the expansion of sustainable fuels, and the need to harness Artificial Intelligence (AI) and digital connectivity for equitable economic growth.
The IBSA Dialogue Forum brings together three major multi-ethnic democracies from three different continents. Their unified condemnation of cross-border terrorism in India (Pahalgam) signals a robust diplomatic victory for New Delhi in isolating state-sponsored terrorism on a global platform, while concurrently pushing the collective developmental agenda of the Global South.
