10वीं इंडिया मोबाइल कांग्रेस में, केंद्रीय मंत्री ज्योतिरादित्य सिंधिया ने AI अभिसरण, स्वदेशी निर्माण क्षमताओं और सरकार-उद्योग भागीदारी पर जोर देते हुए भारत के 'एंड-टू-एंड' टेलीकॉम वैल्यू चेन की ओर बढ़ने पर प्रकाश डाला।
नई दिल्ली में 10वीं इंडिया मोबाइल कांग्रेस (IMC) के दौरान 'द सॉवरेन इन्फ्लेक्शन एंड द फ्यूचर ऑफ टेलीकॉम' नामक उच्च-स्तरीय CEO गोलमेज सम्मेलन में, केंद्रीय संचार मंत्री ज्योतिरादित्य एम. सिंधिया ने घोषणा की कि भारत तेजी से एक 'एंड-टू-एंड' (end-to-end) दूरसंचार मूल्य श्रृंखला (value chain) के निर्माण की दिशा में आगे बढ़ रहा है, जो इसके नियमों, उपकरणों और नवाचार को आकार देने में वैश्विक बढ़त ले रहा है।
- संपूर्ण मूल्य श्रृंखला (Value Chain): भारत केवल एक उपभोक्ता बाजार होने से आगे बढ़कर एक व्यापक दूरसंचार केंद्र (hub) बन रहा है, जो नेटवर्क उपकरणों और अगली पीढ़ी की प्रौद्योगिकियों को डिजाइन, निर्माण और निर्यात करता है।
- तकनीकी अभिसरण (Convergence): उद्योग के दिग्गजों ने आर्टिफिशियल इंटेलिजेंस (AI), क्लाउड कंप्यूटिंग, उन्नत कनेक्टिविटी और इंटेलिजेंट नेटवर्क के तेजी से अभिसरण पर ध्यान केंद्रित किया, जो दूरसंचार परिदृश्य को मौलिक रूप से नया आकार दे रहे हैं।
- DPI की नींव: मंत्री ने इस बात पर प्रकाश डाला कि एक लचीला दूरसंचार क्षेत्र भारत के 'डिजिटल पब्लिक इंफ्रास्ट्रक्चर' (DPI) के विस्तार और व्यापक आर्थिक विकास को चलाने के लिए प्राथमिक आधारभूत प्रवर्तक (enabler) के रूप में कार्य करता है।
- सरकार-उद्योग तालमेल: निरंतर निवेश के लिए एक सक्षम नीतिगत वातावरण बनाने के लिए सरकार और निजी क्षेत्र (OEMs, दूरसंचार सेवा प्रदाताओं और तकनीकी फर्मों सहित) के बीच एक मजबूत साझेदारी-आधारित दृष्टिकोण पर जोर दिया गया।
"एंड-टू-एंड दूरसंचार मूल्य श्रृंखला" का विकास रणनीतिक तकनीकी स्वायत्तता (आत्मनिर्भर भारत) की दिशा में एक बड़ी छलांग है। महत्वपूर्ण नेटवर्क बुनियादी ढांचे में स्वदेशी क्षमताओं को बढ़ावा देकर और AI तथा क्लाउड तकनीकों के साथ दूरसंचार को मिलाकर, भारत अपने डिजिटल इकोसिस्टम को वैश्विक आपूर्ति श्रृंखला के झटकों से बचा रहा है। साथ ही, यह स्वयं को 'ग्लोबल साउथ' (Global South) के लिए एक विश्वसनीय दूरसंचार उपकरण आपूर्तिकर्ता के रूप में स्थापित कर रहा है।

At the 10th India Mobile Congress, Union Minister Jyotiraditya Scindia highlighted India's transition into an end-to-end telecom value chain, emphasizing AI convergence, indigenous manufacturing, and robust government-industry partnerships.
During the high-level CEO Round Table titled ‘The Sovereign Inflection and The Future of Telecom’ at the 10th India Mobile Congress (IMC) in New Delhi, Union Communications Minister Jyotiraditya M. Scindia declared that India is rapidly advancing toward building an end-to-end telecom value chain, taking the global lead in shaping rules, equipment manufacturing, and digital innovation.
- End-to-End Value Chain: India is moving beyond being merely a consumer market to becoming a comprehensive telecom hub that designs, manufactures, and exports network equipment and next-generation technologies.
- Technological Convergence: Industry leaders focused on the rapid convergence of Artificial Intelligence (AI), cloud computing, advanced connectivity, and intelligent networks, which are fundamentally reshaping the telecom landscape.
- Foundation for DPI: The Minister highlighted that a resilient telecommunications sector acts as the primary foundational enabler for expanding India's Digital Public Infrastructure (DPI) and driving broad-based economic growth.
- Government-Industry Synergy: A strong partnership-based approach between the government and private sector (including OEMs, telecom service providers, and tech firms) was emphasized to create an enabling policy environment for sustained investments.
Developing an "end-to-end telecom value chain" is a massive leap toward strategic technological autonomy (Aatmanirbhar Bharat). By fostering indigenous capabilities in critical network infrastructure and converging telecom with AI and cloud technologies, India is insulating its digital ecosystem from global supply chain shocks while positioning itself as a trusted telecom equipment supplier to the Global South.
