25 जून को संविधान हत्या दिवस मनाया जा रहा है। यह दिन 1975 में लगाए गए आपातकाल की याद दिलाता है और उन सभी लोगों को श्रद्धांजलि अर्पित करता है जिन्होंने लोकतांत्रिक अधिकारों के हनन और आपातकाल की कठोर परिस्थितियों का सामना किया।

⚖️ प्रमुख बिंदु:
- आपातकाल की घोषणा: 25 जून 1975 को तत्कालीन राष्ट्रपति फखरुद्दीन अली अहमद ने संविधान के अनुच्छेद 352 के तहत आंतरिक अशांति का हवाला देते हुए राष्ट्रीय आपातकाल घोषित किया।
- मौलिक अधिकारों पर प्रतिबंध: आपातकाल के दौरान कई संवैधानिक सुरक्षा प्रावधान निलंबित कर दिए गए। अनुच्छेद 358 के तहत अनुच्छेद 19 में प्रदत्त अभिव्यक्ति की स्वतंत्रता, सभा करने और आवागमन जैसे अधिकारों पर व्यापक प्रतिबंध लगाए गए।
- प्रेस पर सेंसरशिप: समाचार पत्रों पर पूर्व सेंसरशिप लागू की गई तथा प्रेस की स्वतंत्रता की रक्षा करने वाली संस्था प्रेस काउंसिल ऑफ इंडिया को समाप्त कर दिया गया।
- संवैधानिक संशोधन: आपातकाल के दौरान किए गए संशोधनों के माध्यम से न्यायपालिका की समीक्षा शक्तियों को सीमित किया गया और कुछ संवैधानिक पदों को न्यायिक जांच से बाहर रखा गया।
- लोकतंत्र का संदेश: संविधान हत्या दिवस लोकतंत्र, संविधान और नागरिकों के मौलिक अधिकारों की रक्षा के महत्व को पुनः स्मरण कराता है तथा आपातकाल के पीड़ितों को श्रद्धांजलि अर्पित करता है।
🏛️ स्मृति कार्यक्रम
आपातकाल लागू होने के 50 वर्ष पूरे होने के अवसर पर संस्कृति मंत्रालय नई दिल्ली में वर्षभर चले कार्यक्रमों का समापन समारोह आयोजित कर रहा है।
इस अवसर पर 'संविधान हत्या दिवस' एवं 'लॉन्ग लिव डेमोक्रेसी' प्रदर्शनी के साथ-साथ 'संविधान हत्या दिवस' विषय पर आधारित लघु फिल्म का प्रदर्शन भी किया जाएगा।
इस कार्यक्रम की अध्यक्षता केंद्रीय संस्कृति मंत्री गजेन्द्र सिंह शेखावत करेंगे, जो लोकतांत्रिक मूल्यों और संविधान की रक्षा के महत्व को रेखांकित करेगा।

⚖️ Key Highlights:
- Emergency Proclaimed: On 25 June 1975, then President Fakhruddin Ali Ahmed proclaimed a National Emergency under Article 352 of the Constitution, citing internal disturbances.
- Suspension of Fundamental Rights: During the Emergency, several constitutional safeguards were suspended. Under Article 358, freedoms guaranteed under Article 19, including freedom of speech, expression, assembly, and movement, were significantly curtailed.
- Press Censorship: Strict pre-censorship was imposed on newspapers, while the Press Council of India was abolished, restricting the freedom of the press.
- Constitutional Changes: Constitutional amendments during the Emergency limited judicial review over the proclamation of Emergency and placed certain high constitutional offices beyond judicial scrutiny.
- Tribute to Victims: Samvidhaan Hatya Diwas serves as a reminder of the importance of safeguarding democracy, constitutional values, and fundamental rights while paying homage to those who suffered during the Emergency.
🏛️ Commemorative Events
To mark 50 years of the Emergency, the Ministry of Culture is organising the closing ceremony of year-long commemorative programmes in New Delhi.
The programme features the 'Samvidhan Hatya Diwas' and 'Long Live Democracy' exhibitions, along with the screening of a short film highlighting the significance of the day.
Union Culture Minister Gajendra Singh Shekhawat will preside over the event, reaffirming India's commitment to democratic principles and constitutional governance.
