संसद ने 'कराधान और अन्य कानून (संशोधन) विधेयक, 2026' पारित कर दिया है। वित्त मंत्री निर्मला सीतारमण ने स्पष्ट किया है कि उपभोक्ताओं के लिए UPI लेनदेन पूरी तरह मुफ्त रहेगा और छोटे व्यापारियों पर कोई MDR शुल्क नहीं लगाया जाएगा।

राज्यसभा द्वारा चर्चा के बाद धन विधेयक (Money Bill) को लोकसभा में लौटाए जाने के साथ ही संसद ने 'कराधान और अन्य कानून (संशोधन) विधेयक, 2026' (Taxation and Other Laws Amendment Bill, 2026) को सफलतापूर्वक पारित कर दिया है। अपने जवाब के दौरान, केंद्रीय वित्त मंत्री निर्मला सीतारमण ने UPI लेनदेन को लेकर स्थिति पूरी तरह स्पष्ट की।
📑 विधेयक के मुख्य बिंदु और सरकारी स्पष्टीकरण:
- UPI लेनदेन पर कोई टैक्स नहीं: आम जनता की चिंताओं को दूर करते हुए, श्रीमती सीतारमण ने स्पष्ट किया कि यह कानून UPI पर कोई कर (tax) नहीं लगाता है। यह डिजिटल भुगतान प्रणाली आम उपभोक्ताओं के लिए पूरी तरह से मुफ्त बनी रहेगी।
- केवल एक सक्षम प्रावधान: वित्त मंत्री ने बताया कि विधेयक में UPI से संबंधित संशोधन केवल एक 'सक्षम प्रावधान' (enabling provision) है और यह अपने आप में उपयोगकर्ताओं पर कोई कर या लेनदेन शुल्क नहीं लगाता है।
- छोटे व्यापारियों को राहत: उन्होंने जोर देकर कहा कि सरकार का छोटे व्यापारियों पर कोई 'मर्चेंट डिस्काउंट रेट' (MDR) शुल्क लगाने का कोई इरादा नहीं है, क्योंकि वे UPI के समावेशी विकास का मुख्य आधार हैं।
- धन विधेयक प्रक्रिया: चूंकि यह कानून अनुच्छेद 110 के तहत एक 'धन विधेयक' (Money Bill) के रूप में पेश किया गया था, इसलिए राज्यसभा इस पर केवल चर्चा कर सकती थी और सिफारिशें कर सकती थी। इन सिफारिशों को स्वीकार या अस्वीकार करने का अंतिम अधिकार लोकसभा के पास होता है।

Parliament has successfully passed the Taxation and Other Laws (Amendment) Bill, 2026, after the Rajya Sabha returned the Money Bill to the Lok Sabha following an in-depth discussion. During her reply, Union Finance Minister Nirmala Sitharaman gave a major clarification regarding UPI transactions.

- No Tax on UPI Transactions: Addressing public concerns, Ms. Sitharaman made it categorically clear that the legislation does not impose any tax on UPI. The digital payment system will continue to remain completely free for regular consumers.
