नीति आयोग की 'ई-फास्ट इंडिया' पहल ने इलेक्ट्रिक ट्रकों (e-trucks) और शून्य-उत्सर्जन माल ढुलाई को बढ़ावा देने के लिए PACT और ZET मार्केटप्लेस लॉन्च किया है, जो लॉजिस्टिक्स और ऊर्जा सुरक्षा को मजबूत करेगा।
नई दिल्ली में आयोजित 5वें 'ई-फास्ट इंडिया शिखर सम्मेलन 2026' (e-FAST India Summit) के दौरान, नीति आयोग के सदस्य राजीव गौबा ने PACT (Platform for Aggregating Clean Transport) लॉन्च किया। इस प्रमुख पहल का उद्देश्य देश में शून्य-उत्सर्जन माल ढुलाई (zero-emission freight) और इलेक्ट्रिक भारी वाहनों (e-MHDVs) की तैनाती को तेज करना है।
- PACT का कार्य: यह प्लेटफॉर्म शिपर्स और लॉजिस्टिक्स सेवा प्रदाताओं (LSPs) से माल ढुलाई की मांग को एकत्र करता है और इसे माल ढुलाई कॉरिडोर (freight corridors) पर तैनाती के अवसरों में बदलता है।
- ZET मार्केटप्लेस (ZET Marketplace): इस शिखर सम्मेलन में ज़ीरो-एमिशन ट्रक (ZET) मार्केटप्लेस भी पेश किया गया। यह ई-ट्रक निर्माताओं, फाइनेंसरों, चार्जिंग पॉइंट ऑपरेटरों (CPOs) और टेक कंपनियों को जोड़ने वाला एक इंटरेक्टिव बिजनेस प्लेटफॉर्म है।
- इकोसिस्टम सहयोग: श्री गौबा ने इस बात पर जोर दिया कि ईवी (EV) विकास का अगला चरण अभिनव वित्तपोषण मॉडल (innovative financing models), कॉरिडोर-आधारित चार्जिंग बुनियादी ढांचे और बाजार-संचालित साझेदारी पर निर्भर करेगा।
- बैटरी गवर्नेंस और निवेश: सड़क परिवहन और राजमार्ग मंत्रालय (MoRTH) के सचिव वी. उमाशंकर ने पारदर्शिता में सुधार, पुनर्विक्रय मूल्य (resale value) बढ़ाने और वित्तपोषण जोखिमों को कम करने के लिए मजबूत 'बैटरी स्वास्थ्य निगरानी प्रणाली' और नए ऑपरेटिंग मॉडल की आवश्यकता पर प्रकाश डाला।
भारी मालवाहक वाहन राष्ट्रीय उत्सर्जन और कच्चे तेल की निर्भरता में महत्वपूर्ण योगदान देते हैं। PACT और ZET मार्केटप्लेस जैसे प्लेटफार्मों को संस्थागत बनाकर, सरकार केवल नीतियों से आगे बढ़कर सक्रिय 'बाजार निर्माण' की ओर बढ़ रही है—जो लॉजिस्टिक्स प्रतिस्पर्धात्मकता के साथ-साथ राष्ट्रीय ऊर्जा सुरक्षा और जलवायु लक्ष्यों को भी आगे बढ़ाएगा।

NITI Aayog’s e-FAST India initiative launched the Platform for Aggregating Clean Transport (PACT) and the ZET Marketplace to accelerate the deployment of zero-emission e-trucks and build a sustainable freight ecosystem.
During the 5th e-FAST India Summit 2026 in New Delhi, NITI Aayog Member Rajiv Gauba launched the Platform for Aggregating Clean Transport (PACT). This flagship initiative aims to support the accelerated deployment of zero-emission freight and electric medium- and heavy-duty vehicles (e-MHDVs) across India.
- Function of PACT: The platform aggregates freight demand from shippers and Logistics Service Providers (LSPs) to translate it into actionable deployment opportunities across identified freight corridors.
- ZET Marketplace: The Summit also introduced the Zero-Emission Truck (ZET) Marketplace, an interactive business-engagement platform connecting e-truck manufacturers, financiers, Charge Point Operators (CPOs), and tech companies to move projects from intent to implementation.
- Ecosystem Collaboration: Mr. Gauba emphasized that the next phase of EV growth relies heavily on innovative financing models, corridor-based charging infrastructure, and market-driven partnerships.
- Battery Governance & Viability: MoRTH Secretary V. Umashankar highlighted the need for robust battery health monitoring systems and new operating models to improve transparency, boost resale value, and reduce financing risks for high-utilization vehicles.
Heavy freight vehicles contribute significantly to national emissions and crude oil dependency. By institutionalizing platforms like PACT and the ZET Marketplace, the government is shifting from mere policy push to active market creation—ensuring logistics competitiveness while simultaneously advancing national energy security and climate goals.
