Diplomacy & Security: India Raises Concerns Over Attacks on Commercial Shipping
26 Sep 2026
At the 81st UNGA, EAM Dr. S. Jaishankar launched a joint initiative with Liberia to ensure the safety and security of commercial shipping and seafarers, strongly condemning the repeated attacks in critical global waterways.
External Affairs Minister Dr. S. Jaishankar addressed the inaugural meeting of the ‘Group of Friends on Safety and Security of Shipping and Seafarers’ during the 81st UN General Assembly (UNGA) in New York. He raised urgent concerns over the repeated and alarming attacks on commercial shipping in the Gulf, Red Sea, and Black Sea.
- India-Liberia Joint Initiative: India (a major source of global seafarers) and Liberia (the world’s largest shipping registry) have joined hands to establish a new consultative framework. This aims to amplify the voices of key maritime stakeholders and strengthen maritime security.
- Targeting of Civilian Vessels: The EAM highlighted specific tragic incidents, including the attack on the Antigua and Barbuda-flagged MV Cape Dao in the Gulf of Oman (which killed an Indian sailor), the Panama-flagged El Gaia in the Strait of Hormuz, and MV Omorfi and MV Golden Leo in the Black Sea.
- A Global Crisis: Dr. Jaishankar stressed that these are no longer isolated or exceptional occurrences. The attacks are indiscriminately affecting seafarers of multiple nationalities and threatening global trade networks.
- Call for Collective Action: Declaring that attacks disrupting maritime trade and claiming civilian lives are indefensible, India strongly urged the international community to work collaboratively to halt these incidents across critical maritime chokepoints.
India’s proactive maritime diplomacy highlights its role as a "Net Security Provider" in the Indian Ocean Region and beyond. By leading the charge against asymmetric maritime threats (such as piracy and drone/missile strikes), India is not only protecting its vast diaspora of seafarers but also ensuring the stability and uninterrupted flow of global supply chains.
