The Ministry of Skill Development's PM-SETU scheme completes its first year, marking significant progress in upgrading ITIs into industry-aligned skill hubs with a massive ₹60,000 crore national outlay.
Launched on October 4 last year by the Ministry of Skill Development and Entrepreneurship, the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme has successfully completed its first year. The initiative is a landmark intervention to transform Government Industrial Training Institutes (ITIs) into modern, industry-aligned training centers.
- Massive Financial Outlay: The scheme operates with a total outlay of over ₹60,000 crore, featuring a collaborative funding model: ₹30,000 crore from the Centre, ₹20,000 crore from States, and ₹10,000 crore from the industry.
- Hub and Spoke Model: A total of 850 ITIs have been identified for modernization, comprising 172 Hub ITIs and 678 Spoke ITIs. The National Steering Committee (NSC) has approved a nationwide rollout across all 200 identified ITI clusters.
- Growth in Skill Infrastructure: The number of ITIs in India has jumped by 42%, from over 9,000 in 2014 to over 13,000 in 2026. Consequently, enrollment under the Craftsmen Training Scheme (CTS) surged by 54% to reach 14.70 lakh in the 2025-26 academic session.
- Strategic Investment: Transitioning from its pilot phase, the scheme has recently seen the approval of Strategic Investment Plans for 14 ITI clusters with a dedicated investment exceeding ₹3,446 crore.
PM-SETU is a critical policy intervention to bridge the persistent gap between academic degrees and industry-required employability skills. By structurally involving the private sector in funding (₹10,000 crore) and curriculum governance, the scheme pivots India's vocational training from supply-driven to demand-driven, a prerequisite for sustaining manufacturing growth and maximizing India's demographic dividend.
